You Gave Powers to Kyagulanyi; EC Tells Kibalama

The Electoral Commission has informed Moses Nkonge Kibalama and Paul Ssimbwa Kagombe that it no longer acknowledges them as leaders of the National Unity Platform (NUP) party.

Kibalama and Kagombe recently overthrew Robert Kyagulanyi Sentamu (Bobi Wine) from the party helm and regained their seats in a purported delegates conference that was held in Rubaga.

They had since elected the new party structure, actions that were trashed by the Kamwokya leadership, describing the earlier as masqueraders.

In the June 21 letter to Kibalama, copied to Kagombe, Leonard Russel Mulekwa Secretary said that they only recognize the leadership of Bobi Wine.

“This is to acknowledge receipt of the above-captioned returns lodged with the Commission on 27th May 2022. You will recall that in the final submissions you made to the Electoral Commission on 21 July 2020, you and Mr. Ssimbwa Paul Kagombe resigned as Party Leaders and both of you signed as out-going leaders,” the letter reads in part

“Prior to your resignation, you did chair a meeting that conducted elections of office bearers, to whom you handed over respective offices, and the subsequent Party meeting held elections of its National Executive Committee. Please do note that the filed returns or records with the Commission as of 21 July 2020 show the following office bearers and Executive Committee Members; According to Article 6.2 (c)(ii) of the National Unity Platform (NUP) Constitution, the Delegates’ Conference is convened and chaired by the President, except that the President may delegate in writing, the power to chair it or any part thereof to any member of the National Executive Committee,” it adds

Mulekwa said that no communication is on record with respect to resignation and or rescinding of offices by the said Executive Committee, who according to Article 6.2(c)(1) of the Party Constitution should hold office for 5 (five) years.

“This is, therefore, to inform you that the convening of the Delegates’ Conference and election of the National Executive Committee ought to comply with the National Unity Platform Constitution,” he said

This comes at a time when the two camps have started fighting over the ownership of the party.
