UPS participates in global corrections conference at ICPA 2024 in Singapore

The Uganda Prisons Service (UPS) is attending the 26th annual International Corrections and Prisons Association (ICPA) conference in Singapore, taking place from September 1-6, 2024.

The event, themed “Enabling Desistance: Beyond Recidivism,” gathers over 800 experts from 70 jurisdictions to exchange best practices and enhance global correctional standards.

The conference includes keynote speeches, plenary sessions, workshops, and tours of Singapore’s leading correctional facilities.

In his opening remarks, ICPA President Peter Severin highlighted the importance of collaboration among correctional agencies. “ICPA is thrilled to host the 2024 conference in Singapore, where we will explore initiatives that impact lives and contribute to safer communities.

“Shie Yong Lee, Commissioner of Prisons for the Singapore Prison Service (SPS), expressed pride in hosting the conference. “SPS is honored to facilitate the ICPA Annual Conference, sharing best practices and learning from global experts to ensure safer prisons, communities, and society.

“A high-level delegation from Uganda, led by Dr. George Muge, Assistant Commissioner General of Prisons Director of Corporation and Corporate Affairs, is representing UPS at the conference. Their participation underscores UPS’s commitment to upholding global corrections standards, learning from international experts, and promoting safer communities while safeguarding human rights.

As a member of ICPA for over two decades, UPS has consistently demonstrated its dedication to advancing rehabilitation programs, promoting human rights and dignity for inmates, and strengthening partnerships with communities.

“We are privileged to be part of this global community, where we can share our experiences and learn from others to enhance our correctional system,” said Dr. Muge.

Senior Commissioner of Prisons, Frank Mayanja Baine, Deputy Director of Corporation and Corporate Affairs, added, “UgandaPrisons’ involvement in ICPA 2024 will allow us to adopt best practices and innovative strategies to reduce recidivism and promote desistance,”

“UPS leaders will engage with global experts on topics such as rehabilitation programs, community reintegration, and prison management.
