UPC demands immediate release of illegally detained prisoners following Supreme Court ruling

The Uganda Peoples Congress (UPC) has called on the government to release all individuals currently held in illegal detention, specifically naming Dr. Kiiza Besigye and Obed Lutale, following a landmark Supreme Court ruling.

The party made the demand during a press conference on Wednesday, welcoming the court’s judgment in the case of Attorney General versus Hon. Michael Kabaziguruka, delivered on January 31, 2025, after a four-year legal battle. The ruling decisively addressed the illegal trial of civilians in military courts.

Muzeyi Faizo, UPC’s Head of Communications, hailed the judgment as a victory for democracy, the rule of law, and human rights. “Though the decision comes late, it underscores the triumph of citizens’ struggle for democracy, good governance, accountability, constitutionalism, and the protection of human rights,” Faizo stated.

The UPC emphasized that Article 92 of Uganda’s 1995 Constitution, as amended, prohibits Parliament from enacting laws contrary to court decisions. The party urged the Attorney General, Mr. Kiryorwa Kiwanuka, to refrain from proposing amendments to the UPDF Act that could undermine the Supreme Court’s ruling. “We encourage the Executive to view this progressive decision as an opportunity for reform, ensuring the protection of human rights, the rule of law, and constitutionalism,” the party asserted.

In addition to its legal demands, the UPC announced the commencement of a nationwide membership registration drive, urging the public to participate actively. The party encouraged its officials to remain neutral and diligent in conducting the exercise. “For those who wish to officially join UPC, this is the best time to register at your respective village or branch and become an official member with equal rights,” the party stated. The registration drive is part of UPC’s preparations for the 2025/2026 general elections.

The UPC also called on all eligible citizens to update their voter registration details with the Independent Electoral Commission. “Effective participation in the ongoing voter registration exercise is crucial to ensuring your voice matters in the upcoming elections,” the party emphasized.

The membership registration exercise began in Northern Uganda, starting with the Lango sub-region, and will proceed to Eastern, Central, and Western Uganda. Detailed schedules for the activities will be communicated in due course.

The UPC’s dual focus on legal reform and electoral preparedness signals its commitment to strengthening democratic processes and upholding constitutional principles in Uganda. As the nation gears up for the 2025/2026 elections, the party’s call for justice and civic engagement resonates with its broader vision for a more inclusive and accountable governance system.
