ULC issues temporary practicing certificate to Martha Karua

The Uganda Law Council (ULC) has issued a temporary practicing certificate to Martha Karua, enabling her to participate in Dr. Kizza Besigye’s trial scheduled for January 7.

Karua, a former Kenyan Justice Minister and leader of the Narc-Kenya party, was appointed lead counsel for Dr. Kizza Besigye and Hajji Obeid Lutale in a high-profile case before Uganda’s court martial.

Her initial application for a practicing certificate was rejected by the ULC due to alleged procedural issues, including problems with notarization documents, proof of nationality, and academic qualifications.

Karua dismissed the rejection as unjustified, stating that the council should have sought clarification instead of outright denying her application. “The decision lacked merit and fairness,” she argued.

On January 3, the Uganda Law Society called on the ULC to demonstrate fairness and transparency in its deliberations, emphasizing the importance of supporting cross-border legal practice. Similarly, the Kenya Law Society condemned the initial rejection, describing it as “high-handed” and expressing full support for Karua.

This development has brought attention to broader issues of legal cooperation and professional autonomy within East Africa. Observers view the ULC’s eventual approval of Karua’s certificate as a critical test for regional integration and the enforcement of international legal standards.
