On Tuesday, President Yoweri Kaguta Museveni addressed a crucial meeting at State House Entebbe, advocating for the enhancement of the Public Service Standing Orders. The President emphasized the need for increased efficiency and effectiveness in public service delivery, highlighting rationalisation as a key strategy for optimal resource allocation within government structures.
“Rationalisation must proceed as the correct approach, ensuring we have a structure that is not extravagant,” President Museveni stated, reiterating the government’s commitment to streamlining operations and reducing waste.
His remarks come amid ongoing discussions on improving public sector performance. In a meeting with the Parliamentary Sectoral Committees on Finance, Planning & Economic Development, National Economy, and Agriculture, the President proposed adopting the RAPEX concept, along with a three-year transitional implementation period for the Uganda Coffee Development Authority (UCDA).
President Museveni also stressed that focusing on a singular entity with a clear mandate would eliminate redundancy and inefficiencies caused by multiple stakeholders. He further called for an economic framework grounded in scientific knowledge to better align public service with national objectives. To enhance agricultural service delivery, he recommended revising government Standing Orders to include Agricultural Scientist Personnel at the Sub-county level, aiming to provide better guidance on agricultural practices and optimize food production in Uganda.
