Asan Kasingye, the retired Assistant Inspector of Police and former political commissar has hit at the the communication department of Kampala metropolitan police for its reckless statements in the Friday shooting of the Indian money lender.
Following to the shoot to death of Uttam Bhandari an Indian money lender by Police constable Ivan Wabwire police spokesperson in Kampala metropolitan, SSP Patrick Onyango said that he (suspect) had mental sickness.
In a statement, Onyango noted that the suspect in crime was apparently dealing with a mental health issue for the past six months and that he was currently assigned to beats that needed not for him to carry guns
Kasingye said this alone will complicate the investigation.
“I am sorry to say this. This line by the KMP/PRO that No. 67029 PC Wabwire Ivan is mentally sick, complicates the work of CID to pin him of murder and his subsequent conviction if charged,” he posted on his Twitter handle on Sunday morning.
According to Kasingye, the police mouthpiece should have promised an investigation that would also focus on medical examination to ascertain his mental status.
“Saying that he’s mentally sick complicates Police’s own case. In short, investigations are over, no case to answer!” Kasingye tweeted.


He added that not everything you know in the preliminary stages of the investigation must be said. It’s a developing story.
On Sunday 14, at around 0700 hours , Wabwire was arrested in Busia Municipality at Customs by a joint team commanded by the DPC Busia SP Didas Byaruhanga, according to Onyango.
On May 12 at around 12:30pm at Raja Chambers along Parliamentary Avenue , one UTTAM Bhandari Bhandari who was the director of TFS financial services was shot dead by allegedly a police officer only identified as No.67029 PC Wabwire Ivan.
A joint team of security traced the suspect to Busia district.
On 13 May 23, Flying Squad Unit joined the territorial police of Busia.
Wabwire aged 30 a police officer attached to CPS Kampala is currently detained at CPS Busia pending transfer to CPS Kampala.
Daily Monitor reported on Sunday that he (Wabwire) was neither married nor had any child, according to his relatives who were quoted in the story.
The relatives further confirmed that he was suffering from a mental problem.
