Mbale: Councilors Refuse Giving Selves Cash Ahead of Budget Approval

Mbale City Industrial Division councilors have snubbed a proposal by the Division Committee who had suggested that they (Councilors) pass a vote on account.

This happened on Tuesday, July 26, during a meeting held at Mbale City Industrial Division chambers on account that they have never passed the budget for this financial year. 

The meeting was aimed at passing a vote on account to allow the council spends some money as the passing of the budget awaits.

Meanwhile, this did not go on well as the councilors refused to comply with it saying that they can’t spend the money that has not been passed in the budget or allocated yet. 

Wandulu Zaidi who doubles as the councilor Mutoto ward and chairperson works on production and physical planning for the industrial city division says that the budget that was meant to be passed on 14th June up-to-date it is not yet passed. So there should be no expenditures as before the budget. 

Wandulu urges the residence city commissioner Ahamada Washaki to be kin with the city division to avoid spending money that has not been allocated for in any areas of interest until the budget is passed. 

Wambwe Sam the councilor Sebanyanya ward says that the technocrats proposed the budget without allocating the money figures for each area of interest as required making it hard to be passed without the sums of money. 

Wambe says that they should bring back the proposed budget to reallocate the figures appropriately as required. 

Kasaja Musa The speaker industrial division says that there must be some challenges leading to delays in passing the budget. Adds that the law permits a local government to spend money on transition because the council can not move forward without money. 

Robert wambede the Mbale industrial city division town clerk says that they laid the budget in June and all councilors are following. 

Adds that they need to clean the city, roads are full of bumps and dust that’s why they need to take a vote on account to allow spend some money for facilitations in such areas since for him as the clerk can not get money from people. 

He, therefore, urged the councilors to comply and pass a vote of expenditure in order to make the works move
