KCCA Crisis: Frank Rusa appointed acting executive director

Following the Inspector General of Government’s (IGG) investigation into the Kiteezi Landfill disaster, President Yoweri Museveni on September 24 exercised his constitutional powers under Article 172 (1) (a) of the 1995 Constitution to remove key officials from the Kampala Capital City Authority (KCCA) due to evidence of criminal negligence.

Today, the Office of the President appointed Mr. Nyakaana Frank Rusa as the acting Executive Director of Kampala, effective immediately, pending the appointment of a permanent officeholder.

In this new role, Nyakaana is required to submit quarterly reports to the Office of Public Service and the Secretary to the Cabinet, with copies sent to Hon. Minsa Kabanda, the Kampala Minister.

Additionally, Mr. Nowera Robert, previously the Deputy Executive Director of the Revenue Authority, has been appointed as Deputy Executive Director of KCCA, replacing Eng. Luyimbazi David, who was among the dismissed officials. Ms. Sarah Zalwango, previously Deputy Director of Public Health, has been promoted to Acting Director of Public Health, following the removal of Dr. Okello Daniel from the position.

All appointees will be fully facilitated in their new roles, receiving the full entitlements associated with their responsibilities.

In his first remarks as Acting Executive Director, Nyakaana vowed to continue the city’s development efforts and called on all city residents to cooperate for the betterment of the capital.

The IGG report, which followed the Kiteezi landfill disaster that claimed the lives of over 30 Ugandans, highlighted serious lapses and negligence by KCCA officials, leading to their dismissal.

In an effort to ensure a smooth transition and sustained leadership at KCCA, President Museveni has directed the Public Service Commission to advertise the vacant positions of Executive Director, Deputy Executive Director, and Director of Public Health. The goal is to appoint new officials within the next three months.
