Electoral commission announces schedule for Kawempe North By-Election

The Electoral Commission has unveiled a comprehensive program for the upcoming by-election in Kawempe North Constituency, following the passing of former Member of Parliament Mohammed Ssegirinya on January 9. The Commission, chaired by Justice Simon Byabakama, confirmed the schedule on Monday, January 15, after receiving official notification from the Clerk to Parliament regarding the vacancy.

The by-election, set for March 13, will fill the seat left vacant by the late Hon. Ssegirinya Muhammad. In addition to the parliamentary race, the Commission will also conduct a by-election for the Directly Elected Councillor of Kazo-Angola Ward in Kawempe Division.

Justice Byabakama while here outlined the key activities leading up to the by-election, he emphasized that the voters’ register will be displayed at polling stations across the constituency from February 10 to 19, allowing voters to verify their details. Candidate nominations will take place at the office of the Returning Officer on February 26 and 27.

Following the nomination process, there will be a period for inspecting nomination papers and addressing any complaints. On February 28, the Returning Officer will meet with nominated candidates to harmonize campaign schedules and establish liaison committees.

So far, several candidates have expressed interest in the parliamentary seat, including Alex Luswa, the late Ssegirinya’s personal assistant, and prominent city lawyer Luyimbazi Nalukoola.

The Commission also announced that the list of polling day officials will be displayed for public inspection from February 19 to 24, and the official campaign period will run from February 28 to March 11.

Here, all stakeholders were urged to participate actively while adhering to the established guidelines.

In preparation for polling day, voting location slips will be distributed within the wards from February 28 to March 13. Training for polling day officials, tally clerks, and political party agents, along with the issuance of appointment letters, will take place on March 10 and 11.

This by-election marks another significant electoral event since the 2021 general elections. Previous by-elections include the Omoro constituency race, held after the passing of former Speaker of Parliament Jacob Oulanya, and the Kisoro Woman MP by-election following the death of Hon. Sarah Nyirabasitsi in 2024.

The Electoral Commission has called for cooperation from all stakeholders to ensure a smooth and transparent electoral process.
