President Yoweri Kaguta Museveni has urged leaders in the Bugisu sub-region to tackle poverty by prioritizing agriculture.
Addressing a gathering in Bulambuli district during his regional performance assessment tour of the Parish Development Model (PDM), the President highlighted the potential of commercial agriculture to uplift households economically.
He explained that the government is providing start-up capital through PDM, allocating Shs 100 million annually per parish. He said this approach would build sustainable wealth at the parish level over time, potentially creating community-owned funds of up to Shs 1.6 billion within ten years. “Agriculture is the solution to poverty. This money will remain in the parish, benefiting the people directly,” he emphasized.
President Museveni encouraged farmers to embrace the 4-acre farming model introduced in the 1996 manifesto, which recommends high-value, small-scale agricultural activities such as coffee, fruits, livestock, and food crops. He also advised integrating poultry, piggery, and fish farming where feasible.
Addressing concerns about the mismanagement of PDM funds, the President vowed to act decisively against culprits.
“Anyone stealing these funds is stealing from the poor. We’ve opened police files, and I will ensure they face the law,” he said. Additionally, he directed banks not to deduct any charges from beneficiaries’ funds, promising that the government would cover those costs.
President Museveni also warned against politics based on identity and discrimination, arguing that such practices impede national unity and development and he credited the NRM for fostering inclusivity and implementing programs that benefit all Ugandans, citing immunization campaigns and poverty alleviation projects as examples of successful mass-based initiatives.
He further highlighted the government’s commitment to disaster preparedness in Bugisu, particularly in areas prone to floods and landslides.
He promised support for constructing durable houses using cement blocks. The President also announced a ban on imported furniture, urging support for locally manufactured products.
Leaders in attendance, including Vice Chairperson for NRM Eastern Region Capt. Mike Mukula and Bungokho Central MP Hon. Richard Wanda, praised the President’s efforts in transforming Uganda’s socio-economic landscape.
Mukula described him as a revolutionary leader dedicated to the nation’s progress, while Wanda commended programs like PDM and Emyooga for improving livelihoods.
During the meeting, the Bugisu leaders unanimously endorsed President Museveni as the NRM’s sole candidate for the 2026 elections. Ministers, Members of Parliament, and other regional leaders were also present at the event.
