AU Calls for Calm as Tension Flares Between Rwanda & DRC Over M23

The Chairperson of the African Union (AU) Macky Shall together with his African Union Commission Counterpart Moussa Faki Mahamat have jointly called upon the leadership of Rwanda and the Democratic Republic of Congo (DRC) to exercise calm at a time when they are in disagreement.

DRC on Sunday expelled Mr Vincent Karega the Ambassador of Rwanda and gave him 48 hours to vacate the country, following reports that Rwanda sent 3000 forces that helped M23 rebels to capture Kitagoma border town.

DRC President Felix Antonine Tshisekedi and Supreme Commander of the FARDC and the National Police, chaired this a Superior Council of Defense meeting on national security in relation to the evolution of the security situation in the eastern part of the vast mineral-rich country.

Rwanda later placed it’s troops on DRC Border on high alert in response to the expulsion of Karega.

“Rwanda notes with regret the decision by the Government of the DRC to expel Rwandan Ambassador Vincent Karega,” said Rwanda in a statement on Sunday afternoon.

“Rwandan security forces at our border with the DRC remain on alert, as we continue to monitor the Congolese escalation,” it added 

In the October 30 joint statement, Sall and Mahamat, expressed their extreme concern at the deteriorating security situation in Eastern provinces in the DRC.

They in the statement further called on all the parties to establish an immediate ceasefire, respect international law, the safety and security of civilians and the stability at the borders of all countries in the region.

‘They urge all stakeholders to engage in a constructive dialogue within the existing mechanism of the African Union’s Peace, Security and Cooperation Framework for the DRC and the region, and the East African Community’s Inter-Congolese peace dialogue. In this regard, they call all the parties to participate in good faith in the third Inter-Congolese peace dialogue in Nairobi from 4th to 13th November 2022,” the statement reads in part.

“They express their full support to the Luanda Roadmap aimed at normalising the political relations between the DRC and Rwanda stressing that the initiatives by the AU, EAC and ICGLR are complementary and mutually reinforcing,” it adda.

They encourage President J Lorenço in his mission as facilitator of a constructive dialogue between the two brother countries DRC and Rwanda.
